Support for Fuel Systems Management Program
EDFA has provided a wide range of environmental services for an Orange
County Public Agency. These services include providing oversight and
review for Phase II hydrogeological investigations conducted at
various locations to define the areal and vertical extent of
chemically impacted soils and groundwater. EDFA’s work on these
projects included review of historical materials pertaining to
previous environmental work, preparation of investigation workplans
and/or review of workplans prepared by others; and input for the
development of investigation strategies, (including negotiations with
regulatory agencies), and review of data obtained from investigative
activities.
EDFA has designed remedial alternatives for removal of petroleum
hydrocarbons and fuel-oxygenated compounds from both subsurface soils
and groundwater. Our work has included the preparation of Remedial
Action Plans (RAPs) and we have supervised site work performed by
others.
EDFA has prepared bidding specifications for underground storage tank
removals, above ground storage tank installation and assisted with
site walks and proposal evaluations. Our work has often included
assistance with the preparation and reviews of final UST Closure
Reports.
EDFA has provided pre-inspections and corrective actions for
underground storage system inspections performed by the Orange County
Health Care Agency. Our work has included the scheduling and
coordination of maintenance repairs (e.g., replacement of mechanical
leak detectors, replacement of sump gaskets, repair and calibration of
UST electronic monitoring systems, etc.) for numerous locations.

EDFA has assisted with revisions and updates to the a Petroleum Fuel
Storage Handbook and trained designated personnel in UST alarm
systems, their maintenance and use. We have prepared and updated
Monitoring and Leak Detection Plans for nearly 20 locations. EDFA has
evaluated electronic UST monitoring and volume sensing systems,
researched and identified appropriate upgrades, and negotiated
discount pricing for bulk purchase.

Our related work has included preparation of Spill Prevention,
Containment and Countermeasures (SPCC) plans for multiple locations
with above ground storage tanks (ASTs), oversight for an Emergency
Generator Program (including assisting with South Coast Air Quality
Management District permitting) and development of Best Management
Practices for personnel.
Benefit to Client:
Working directly with the Fuels Systems Team, the Fuel Systems Program
Manger, and our joint venture partner, EDFA has assisted this Public
Agency with completely revising their Fuel Systems Management
Program. Nearly every UST under active remediation two years ago has
now received a regulatory approved closure. EDFA has prepared State
Fund Underground Storage Tank Reimbursement Applications and claims
for over 20 locations, obtaining reimbursements to our client for UST
related remedial activities in excess of one million dollars. As part
of this effort, EDFA negotiated re-instatement of three UST
reimbursement claims that were previously denied.
We have assisted with the development and implementation of a
Strategic Fuel Sourcing Plan, a document that guides the replacement
of USTs with aboveground storage tanks, thus greatly limiting our
client’s fuels storage liability while preserving the necessary
independence from commercial fuel sources required by a Public
Agency. EDFA provided a “cradle to grave” approach, developing UST
removal specifications, assisted with job walks, assisting with the
contractor selection process, providing oversight for the UST removals
and review of all UST closure documents. In two years, more than 20
USTs have been removed, and all removals have been completed on
schedule and within budgetary constraints.

As a licensed
California Engineering Contractor with the State’s Hazardous Waste
Removal certification, EDFA provides a wide range of services related
to the removal and management of underground storage tanks (USTs).
Although most often associated with the storage of petroleum fuel, in
actuality, USTs come in many configurations and serve numerous
purposes. In the photograph above, an EDFA employee is shown cleaning
a concrete vault and UST that received waste liquids from a metal
plating line.
Benefit to
Client:
EDFA
developed and implemented a UST closure plan for this facility that
minimized both the generation of wastes requiring off-site disposal,
and impacts to the facility, which continued in full operation over
the entire course of the project.

Storage Tank Removal & Environmental Support Services
Anaheim, California
EDFA
prepared underground storage tank (UST) removal specifications for bid
documents and obtained all permits for the UST removals at a major
California tourist attraction. EDFA provided construction management
services for the environmental aspect of the UST removals, including
all coordination with environmental regulatory personnel.
EDFA
prepared a site specific Health and Safety Plan, served as site Health
and Safety Officer, and performed air monitoring to ensure compliance
with South Coast Air Quality Management District Rule 1166 provisions
and that site personnel used appropriate personal protection
equipment.
EDFA
personnel collected soil samples from beneath the removed USTs,
product pipelines and stockpiled soils. EDFA reviewed and analyzed
these data and prepared a comprehensive UST Closure Report. This
Closure Report was provided to the lead regulatory agency and client’s
Environmental Department.
Benefit to Client:
In addition to completing the project in a safe and expedient manner
with no impacts to park operations, our client was very concerned with
management of potential environmental liabilities. EDFA’s “by the
book” approach provided a systematic order to the project, and an
additional assurance that the project would be completed to
specifications.
Laboratory analyses
confirmed that a minor release of petroleum fuel had occurred from one
of the USTs. EDFA successfully negotiated with the lead regulatory
agency to secure a "No Further Action Required" UST closure for our
client.

Southern California School District
EDFA
prepared underground storage tank (UST) removal specifications for bid
documents and obtained permits for UST removals from the lead
regulatory agency. EDFA also provided construction management
services for the environmental aspect of the UST removals, coordinated
on-site regulatory inspections, and collected soil samples from
beneath removed USTs and product pipelines.

These samples were
analyzed for petroleum fuel constituents by an independent California
certified laboratory. EDFA reviewed and analyzed the resultant
analytical data, identifying chemically impacted soils in the UST
excavation.
Benefit to Client:
EDFA successfully negotiated with the lead regulatory agency to remove
the chemically impacted soil as part of the UST removal process, thus
saving the School District thousands of dollars in consulting fees.
EDFA provided on-site supervision for the soil removal and
verification sampling of the excavation after removal was completed.
EDFA prepared a comprehensive UST and Remedial Action Closure Report
for the lead regulatory agency that documented all site activities and
provided a strong recommendation for site closure, which was
subsequently granted, with no further action required.
